What was used between the bands and tank back in the 30's?

I think Rustic red Arces has what they call fuel tank webbing that you buy by the roll. I think thats what your looking for.

Yes, cotton webbing was used at the factory. I've seen strips of inner tube, old denim overalls, even folded burlap, anything to stop the band from chafing. One tractor I painted I had a bunch of discarded life vests and used the nylon straps for padding.

Rice Equipment also has them.
I believe they use wick material from oil lamps. That may be another source.

I found a roll of military belt material at an Army surplus store that worked great for my F-12's. It was just the right width.
