International 240 Utility timing help!!!!

Just wondering if anyone can help me out. I have a 1960 240 Utility and can't get it to start. The block says firing order is 1-3-4-2. So far I have replaced the plugs and gaped them at .023, new points and condenser gaped at .020, new plug wires, cap, rotor, etc. When at TDC on the crank indicator, the rotor is pointing at the 7 o'clock position. I thought it was supposed to be pointing at the 2 o'clock position. Is it 180 degrees out and that's why it won't fire? Where is the #1 sparkplug, toward the front of the tractor or the rear? Any help would be greatly appreciated. Thanks
 
#1 is the front. If you are at #1 tdc on the crank pointer, and the rotor points at 7 o'clock,then #1 wire goes there. Then 3,2,4 in direction of rotation of the rotor. If you don't know the rotation of the rotor, just turn the engine fan, or easier yet, just crank engine with key and observe. Mark
 
Thanks for the replies. When it stops raining I"ll run out and make some changes and see what I come up with.
 
there is no 7 oclock position. from factory #1 is at 2 oclock.
then 4 oclock, 8 oclock and 10 oclock as per firing order.
but if yours is pointing towards the 8 oclock then that's where u start with # 1 as someone has not installed distributer in correct position.
 
Rotation is Clockwise looking at it from the rear. (I always wondered why IH and others didn't mark #1 with an arrow, or words) Some engines do have the cylinder numbers on them, but there is no consistancy. Jim
