International 34 hay conditioner

Hello. I need some help from the Farmall/International experts. I have a model 34 hay conditioner that my dad gave me to help with my few acre hay operation. It has been sitting for awhile, but I got a new belt greased her up and got everything going as far as that is concerned. The problem I need help with is that the top rubber roll will not come in contact with the bottom steel roll. I have removed the what I call pressure springs and soaked them in solvent and freed them up in a press so they move in and out, but they appear as if they are not "long" enough to put pressure on the roll. When you take them out the roll drops down just fine and contacts the steel roll. What the heck am i missing here? The one picture will show the metal tab that has to be contacted to have full pressure on the rolls. It is an inch or so away. Have any of you used one of these in the past? Any help you be great!! Have you lowered the machine to the ground yet?

It is designed to lift the rolls apart when the machine is lifted, so you can clear it when it plugs up.

Yes I have lowered it up and down seems like hundreds of times to see if something would come loose but nothing changes.
 
Get the pb blaster out and drench the lift mechanism
I would say something is rusted stuck in up position
take the springs loose and work the parts by hand
just be careful where u put your hands
