Farmall M valve seals?

Two questions - Have got my M's engine tore down. It appears that there were no valve stem oil seals used on these engines. Has anyone put seals on these heads after a valve job? Would there be any issues with using seals on these heads now?

Second, the little hairpin clips on the valve stems, "valve stem retainer" they are called in the parts diagram. What purpose do they serve? There were a couple missing upon disassembly, and I can't see where they really do anything, unless they just hold the valves in place during reassembling the head.
 
I recommend Perfect Circle style (Teflon ring insert) valve seals. The reason is that they meter appropriate oil into the guide without letting suction have its way. The clips can save a disaster if a retainer or spring fails and drops a valve into the cylinder! All new poppet valve equipped engines (that I know of)use valve seals to assure low oil consumption.
