Looking at a IH 684 with a loader

I am looking at an IH 684 with an international loader. It has 2975 hours on the tractor. I have only seen photos and wont actually see the tractor until Friday morning. What should I look for to identify possible problems with the tractor. They are asking 8500 with all new tires, loaded in the rear. Does this price seem right for a 35 year old tractor???
 
Check the basics like does the TA work in low and hi range. Do the breaks work properly. I find on most of these 30 plus year old tractors when itshows 2500 hours its really 12500 hours. IH hour meters turn back to 0 after 10000 hours.
In my neck of the woods a 684 with new tires and a 2250 loader would go for 7500 to 8500.Keep us informed on your decision. Hope this helps. Kent
