Governor Problems? 51 Cub

Engine runs fine at idle and when I manually use linkage to carb it increase fuel and engine runs faster.

Moving throttle forward will not increase idle speed. Linkage is as required.

Ran okay last fall.

Cause of problem? Cure?

Missing or broken spring. Linkage is rusted up so it will not move as it should. Can you take the linkage by hand and speed up the engine?? If you can does the governor try to slow it back down??
 
Spring is there, no rust on any of the linkages.

Moving the throttle lever results in slight tension on the spring; nothing on the carb side.

On the carb side, can manually move the linkage to increase fuel and the engine revs up as expected. Runs well as long as I hold the linkage open.

It seems to me that the "guts" of the governor is now doing nothing on the output side.

Wanted some expert advice before removing the governor for a look.
 
When you open it up by hand at the carb does the gov try to slow it back down as in pushes back on your hand??? If yes good chance that the spring is bad and just does not pull on the gov like it should any more
 
I think it did, but didn't pay any real attention to any pressure on my hand. Just know that I was able to keep it open. I'll check that when weather clears. Thanks.
 
The hand lever pulls the spring tighter to pull throttle open. Governor fights against it to keep rpm ant proper level. If it only pulls spring a little with engine stopped, the pivot shaft at the spring lever probably is rusty and binding, and needs lubed. Or if this is a new to you tractor someone may have installed wrong spring before you got it.
 
When you check if it pushes back then the gov is good. If no push back then yep time to open up the gov
