Gina, could this be the old problem of the clutche plate installed the wrong way round. That is the larger part of the boss facing the flywheel. Otherwise if all parts were renewed perhaps the finger adjusting bolts aren't quite right. All you can do is obtain reliable spec's for the adjustments and backtrack.

Thanks but the clutch was installed the correct way.We had all the spec's when putting everything back together and it still will not release. We have back tracked over and over again and it remains a mystery. It seems that when the clutch assembly is on the fly wheel and we bolt it down there is no room for the release levers to move. When we take it off of the tractor we can manually make them move simulating releasing the clutch.Anymore advice would be appreciated.

Gina, when you say there is no room for the fingers to move once you bolt the clutche assembly down, do you mean the fingers have already sunk towards the clutche plate till they almost touch it. If that is the case then the overall thickness of the clutche plate or its lining material if it was relined, is too great. I don't have the lining thickness spec's but your local brake and clutche specialist should.
Some of these tractors have a single flat washer on the clutche assembly bolts between the cover assem and the flywheel. And that is standard not a patch-up.
You could fit those washers if they are not already there but you must ensure that the fingers sink till they are about parrallel with the flywheel surface(not lower) and that there is some pressure applied to the clutche plate by the springs.
I hope you can follow that.
Best of luck Dicko

Happy to be of assistance Gina.
And if you still have the 3000 when it next runs out of clutche adjustment just open it up and slip out the washers, and you have some more life from your clutche plate.
