trouble getting a radiator out of 4400 ford backhoe

My dad has a ford 4400 backhoe he has been trying to get the radiator out of it , the two bottom bolts just keeps turning
along with the bushing. Anyone has any advice on this or maybe a picture that shows him how they come out would be greatly
appericate .
 
They are 7/16" carriage bolts. The gead should stay captive in the bottom of the radiator.
Generally you can try to lift the radiator up with a prybar while you turn the nuts from below.
Sometimes even that won't work so you have to cut them off with a hacksaw or slittung wheel on an angle grinder.
 

The key is to get one tension on it once it has rounded off. I was able to wedge something like a screwdriver under the head.
