Yes, there's a nub sticking out with a hole in the top and bottom, the end's of the clip goes in those holes to give it spring tension to hold the balls in.
Don't trust the clips, over the years different family members have sowed lift arms ball all over this farm, not a single one has came up.
Anytime I unhook a implement I remove the balls and stick them in the tool box or on a hitch pin I've welded to the hydraulic coupler bracket behind the seat.
 

depending on tractor size, i just well a tab/bolt where the clip holder was...I find the tab is totally beat up and no longer serviceable.

usually put in cat II balls and use the adapters for cat I equipment. But on a 3000 you might just want to put cat I balls in and stake them with a welded bolt.
