another 600 ford

Well i guess im not to savy on hydraulics.but i got another Ford 600
it runs ok but it has a new carb on it plus new exhaust/intake on it.but it surges when running at low and high throttle.so what is the correct carb setting?....also when it is running at low or even high RPM the 3-point will lift and drop but it goes up and down and acts as if it is surging also.all the fluids have been changed so can anyone help!!!!!...points look to be set at.026
 

possibly carb adjustments need to be fine tuned to take the surge out.

Hydraulics sound like a significant leak allowing the 3 pt to drop and then seek to correct itself to the height the quandrant lever is calling for it to be.
 
so what is the correct carb setting?
Initial setting should be 1½ turn out on the side pointing idle/air adj. screw, and 1½ turns out for the main fuel needle. Start at idle speed (500 RPM) and let the engine warm up to operating temp then, adjust the idle air screw, in to get the highest smooth idle 1/8th turn at a time and listen for highest RPM. After you set the engine running at idle, then you can set the main jet for fuel requirements when running WOT under load.

Keep in mind, the idle jet needle on the M-S TSX carb is an air control needle so turning it in enriches the idle mixture whereas the power jet needle controls fuel delivery and turning it in leans the mixture.
