Ford 4000 power steering fluid level

This is a late model 4000 diesel with the combined power steering reservoir/pump.

Can't find anything in manual that says what the correct fluid level should be.

There is a cap on top of the pump and I can see the filter? screen but no fluid visible.

System works fine, was just doing some maintenance.

also I don't know what the previous owner used for fluid...ATF or power steering fluid
if I can suck/drain some out can I tell, visually, which it might be?

1 inch below the cap is what is recommended and the manual will tell you run same oil as what is used in the engine. That said I have run ATF for years and as long as the seal doesn't allow it to leak into the sump no worries otherwise not the best on crank bearings.

Is this a "late model" 3 cylinder or 4 cylinder 4000?

The 3 cylinder 4000 with the integrated p/s pump/reservoir should be filled to the bottom of the neck that the cap screws onto.
