Ford 640 starting problem

Just finished reassembling my Ford 640 after removing the cylinder head to have it machined and to install a new head gasket.

The engine fires at first but surges to very high speed, then backs off, surges again and finally quits and then won't restart, appearing to be flooded. What could be causing this?

The way you describe it doesn't hit me as a flooding issue. It should be choking and belching smoke if it's flooding. It sounds to me as though there's a carburetor issue or fueling restriction somewhere.
 
How soon after it starts does the surging occur? If it is right away then I would suspect something wrong with the governor or governor linkage.
