Briggs 17.5hp carb linkage diagram???

I have a 2001 Yard Machine with a 17.5 hp Briggs on it. Model number is 313707, type 0162-E1. Does anyone have a carburetor linkage diagram? Something is not hooked up right and I can't figure it out. The engine starts right up but it does not want to idle. If you give it gas it will rev up but then it will not want to return to idle. You can move the throttle to fast or slow and it will keep on idling fast. However when you first start it up it seems to idle pretty good. You can manually move the governor at this lower idle and it will rev right up until you remove your finger. I tried using the idle adjust screw and it would make it idle faster. When I back it off instead of the idle dropping it stayed the same. I must have one of the springs installed wrong. Thanks
 
Have you taken the throttle cable mount plate off the side of the engine? If so, you may have the governor spring hooked in a wrong hole and that needs to be remedied first.

If you did not take that apart:

On all the 31XXXX series engines I know of, the throttle link runs from the top of the governor arm to the plastic bushing in the throttle shaft on the carburetor. The tension spring hooks in the holes close by. (The tension spring only takes the play out of the pivot points. It is usually wrapped around the throttle link.)

You may have to adjust the governor arm on the shaft to take up any play. To do this, loosen up the governor arm on the governor shaft and rotate the arm and the shaft toward wide open throttle. Then tighten the governor arm up.

If a governor adjustment does not fix your throttle problem, you may have to remove the sump and visually inspect the governor assembly and make sure the governor plunger is positioned so it can move the governor shaft.
 
Thanks for the reply. I can't remember if I had that throttle place off. I worked on this mower about 3 years ago then forgot about it. That is why I was looking for a diagram so I could see if I have that spring in the right place. I will check the governor arm for any loose play.
