My JD 212 with a 12hp Koehler engine is a hard starter. Has to wind and wind before it ever even hits. New fuel pump, points, plugs. Anyone else have this problem?

That is kinda typical of those old kohler engines I have a 316 that has been that way from the factory and still is.

Have you tried to gravity feed the carburetor from a test tank?

If I recall correctly, that mower has the fuel tank under the seat and sometimes all the fuel siphons back into the tank and when you crank it after sitting a while, it has to pump the fuel back up to the carburetor.

Most of them do this. The first thing to do is put in a carb kit.
An old dried out fuel bowl gasket lets the gas evaporate out of
the carburetor bowl. The fuel pump has to fill the bowl back up
before any gas can get into the venturi.

Another option is an electric (low pressure) fuel pump. Turn on
the key and wait until the clicks/rattle slow down before trying
the starter.
