2240 brakes

Recently acquired 2240 had over 15 gallons of hydraulic fluid in a 7 1/2 gallon capacity system. With that amount in the system, the brake pedals stayed hard. I drained the system and filled it with Highguard to the correct amount, new filter, and cleaned the sump screen. Since then, there's no brake pedal until you pump it five or six times. Then the brakes are firm and work fine. There are no other hydraulic issues.
Would I be correct in assuming that the check valves key #9 need to be replaced?

Try bleeding them first.....attach a clear hose to the bleeder located on the upper outboard end of the rear axle trumpet. Put the other end into the hydraulic fill port. Pump the pedal slowly but steadily full range until there are no bubbles or air pockets visible in the clear hose. Close the bleeder with the pedal down. Should help, but if not, you will need to replace the check valve. Ben
 
For sure bleed them first.
I had one that after bleeding all seemed fine. Then after awhile when you needed them the most you push the pedal and nothing. Pumping helped. Rebuilt the valve all seemed fine after testing. But then same problem ! I ended up having to replace the seals on the pistons in the final drives. If yours are intermittent I'm not sure of a good way to test them ? I did more of a process of elimination.
