Bleed Power Steering and Pto Question

Dealing with an MF85.

Going through a flush procedure right now, but I am curious of the best way to bleed out the power steering? Could I crack the power steering return line filter and run the tires left and right with the idea of bleeding it?

Also, I am dealing with a non functional PTO. In ground drive it spins with power applied. Engine drive nothing.

With the tractor off, and in trans neutral and PTO neutral should I be able to spin the PTO shaft? I can move it maybe 1/4-1/2 of a turn, but that is it and its hard.

I figure if the PTO brake/clutch was stuck then in theory the PTO should turn 100% of the time?

Bleed the power steering after making sure tractor has plenty of hydraulic oil, takes about 11 gallons to fill after draining all three plugs. Just turn the wheels back and forth is all that's needed to bleed it. The PTO clutch has a spring loaded brake that is only released when lever is in engine drive PTO. Brake is on in neutral, AND ground drive on 85, 88, and Super 90 tractors. When the lever is in neutral, PTO output shaft should NOT turn by hand, but turn with drag when using a wrench on the shaft.
 
Awesome thanks. Is there any place I can get into the bellhousing to look at cleaning the pto valve? I know a lot of the rest of it requires splitting the tractor, but I want that to be absolute last resort.

I'm also wondering if maybe the selector is not working, since it feels like nothing happens going from ground drive to engine, or neutral to PTO, in terms of what the selector feels like.

Also dealing with non functional brakes, is there a chance I could fix them with an adjustment somewhere? I'd expect that they are fluid soaked, but again want to try the easy things.
