1600 MM 4wheeldrive

Mechanical shut-off has the same shut-off/metering valve. If the engine sat with the throttle in the off position the metering valve can stick in shut-off position. I thought the A4ts had electrical shut-offs like the 1355s. Must be same set-up as 1350s. Good luck.
 
swmolines you were on the mark, it was a stuck metering valve. I had another pump and opened it up to get oriented, went back to the old girl today and took cover off and the metering valve was really stuck, but moved it with small screwdriver a few time then it moved freely. Turned the key and as soon as cranked a couple times it started to smoke and fired right up and what a sweet purring sound. Being in the stopped position for so long let it stick and that little spring in there couldn't pull it to the open position. Will now move throttle at least half after engine is turned off.
