9n governor problem

I recently had the engine rebuilt on my 9n. Starts and idles fine but the governor hunts when the rpms are increased. We thought there might be flat spots on the governor balls and when I took it down there were indeed small flat spots. we replaced the governor with a new one but this did not solve the problem, the governor still hunts. I've tried adjusting the governor and adjusting the carb but nothing seems to change the symptom. I'm getting a little desperate. I'm open to suggestions as to what else I can pursue.
BTW, without the governor linkage attached the carb will open and run full throttle by moving the throttle by hand.
