8N Starter Problems

My starter is just spinning. I was sure it was the starter I think. Removed it from tractor and have on bench. Using a battery charger
with 6 volt to test, it was barely spinning before but with a little oil on bearing and clean up I have it spinning good now. But my
question is the gear is still not popping up and down. This is were I need help to understand what I should be looking for on the bench
before I try it back on tractor. Also I think I read somewhere you should not oil shaft, is this true? Thanks

Yea, no oil on the shaft. Your battery charger probably doesn't have enough current to spin the starter fast enough to extend the bendix. Which is just as well because it would be difficult to install it if you could not get it to retract.

What should I clean shaft with . Would brake cleaner work. And if it is spinning better than when I took it off should I just put back on tractor and hope for the best
 
Brake cleaner is fine. Make sure you have a fully charged battery, good cables and clean connections. Low voltage will reduce the starter rpm causing the bendix not to engage. Or, engage but not turn the engine over and consequently lock up on the ring gear.

The gear does not pop up and down, at the correct speed it moves towards the starter and stays there until the engine starts and is turning fast enough to retract it. You may have it in the engaged position already. Installable that way, but like Bruce says a bit harder to do so.
