8N steering housing brake question

I'm a bit confused on my steering housing I overhauled. When I put it together, the gear arms on the housing don't match each other as far as the angle when in the downward position. When one is down the other is forward some. When I hook up the tie rods they both fit fine and the wheels turn fine in both directions. However when I look at some photos of the same tractors, it looks like the arms are nearly straight down when the wheels are facing straight ahead. Does it really matter or should they both be nearly straight down when the wheels face straight ahead.

Question #2. I also replaced all the seals, spacers and brakes on the right side of the tractor. Everything is back together except I haven't tightened the outer nut. The directions say to tighten the nut to 450 ft. lbs. Is that correct? Seems awfully tight but I assume the book is correct.

IIRC, there's "timing" instructions for the gears when assembling the steering box in the shop manual. Don't have mine "at hand" at the moment, though.
 
450# correct.

Arms should be down and even appearing slightly swept back.

Make sure single se to timed to double sector timed to ball nut.

Same # turns from center to right and left lock, with corresponding correct equal degree of wheels turning.
