1650 3pt issues, won't lift at idle

Recently purchased a 1650 with about only 1150hrs (very confident hours are correct), did alot of work to get it ready to work. (All fluids, filters, hoses and much more) Only problem is the 3pt won't lift at idle, rev it up and it works fine. Is this a improperly adjusted flow valve, stuck valve or something else? Find it hard to believe pump could be shot with hours but I understand anything is possible. Any thoughts?

At idle speed the first several gallon per minute are routed through the power steering. So how many RPM does it need before the 3 point moves? Is this a gas or diesel?
 
the gauge on my 1850 is labeled with PTO @ 2500 rpms...I never rev it that high. The rpms do
effect the pump as you've noticed. Still, mine works fine at idle, yours should.
