IH 454 ( governor)

With the governor hooked up and adjusted the tractor has no power backfires as if it's starved for gas, it won't even pull itself, I can disconnect the governor and run a choke cable to the carburator throttle and it runs just fine plenty of power, I've went through the governor the bearings are good and everything is working freely.
 
The governor has no bearing on the performance of the engine. It only controls throttle position.

Sounds like you have a lean fuel mixture, ignition problem (weak spark, points out of adjustment, bad plugs, etc) or retarded ignition timing (frozen centrifugal advance).

Possibly what is happening, the governor is opening the throttle further and faster than the cable you connected.

Make sure the ignition system is up to par, the fuel supply is sufficient in the carb bowl, the fuel is clean and fresh, air cleaner is clean, wouldn't hurt to run the valves if that hasn't been done lately. Then try a main jet adjustment. When properly adjusted, the engine should accelerate from idle to full governed RPM without hesitation when the throttle is opened suddenly. Try backing the main screw out 1/4 turn at a time. If no main adjustment, clean the main jet thoroughly.
 
He said the engine runs satisfactorily with the flexible line to the butterfly lever. It has to be the throttle lever or the governor spring is broken, unhooked, of improperly installed.

I once has a Farmall B that the governor spring broke on the back forty at night. I ran a wire from the butterfly to the throttle lever and drove home. The governor still worked and I postponed replacing the spring for several weeks

Another time I had a Cub that the radiator overflow pipe was missing. The lever that passes through the timing cover stuck and gummed up by rust from the overflow. The engine would only run at one speed until freed up with penetrating oil.
 
I pulled the distributor cap off and low and behold the centrifugal advance was frozen, sprayed it down good with nut buster it's working freely now, will let you know how things turn out. Thank you very much for the help.
