New Holland 1431 snagging hay

I have a 1431 that is snagging hay with 14 degree blades bad the 2 heads on each outsides cut great the 9 heads in the middle cut bad... any advice

Are the blades installed for the correct rotation(CW 0r CCW) of the discs?

Are your lifters facing the right way? after probably four seasons with my 411 I noticed last summer that two of the discs had apparently been swapped, probably at the dealer just before I bought it. The knives were turning in the right direction but the lifters weren't. Also do you have it turning fast enough? I would expect that it is a 1000 RPM machine.

Yes the lifters are in the right direction....I even have taken the lifters off. Maybe the disc are turning the wrong direction I just bought the machine in October of last year it cut good in thick dry hay ..but not thin or really good hay

I would assume the Disc are turning in the right direction but I will check that out... the blades are on correctly
