O.t. more identification help needed

I saw this item at WMSTR, In the barn at the horse farm yard. You appear to sit on it and push foot peddals to move a carrage side to side to push something through a set of knifes, three horizontal, one vertical. any ideas of what it was used to cut???

We had one just like it; cut seed potatoes every year with it until we finally quit raising potatoes.

Don't know if it's still at the farm or not.
 
Musta been the OSHA approved method. Dad just had a large slanted table with knives set stickin' vertically out of it. Three cutters would sit at the table and pick a potato from the table, run it three times past the knife and let the pieces fall into a sack below. The knives were just kitchen paring knives clamped in place. Dad quit raising spuds the year after his brother (and partner) died in '69. We still use one of the knives in our kitchen.
