MF-65 tractor carb issues

my gas mf-65 revs up & down when engine is at operating temp & governor opened up all the way. what is the proper way to adjust carb?
 
if engine doesnt have a load on it,that surging in normal.
carb should have 3 adjustments...idle speed...idle mixture...and power mixture [not sure of MF's part name] anyhow,the power mixture affects the top end fuel.
first of all,get your idle mix rite so tractor runs good at idle...then set your idle speed...last,adjust power mix to run smooth at about 3/4 throttle.

Might not be the carburetor. Might be the govenor.

The governor is the device that maintains the engine rpms at whatever level is determined by the throttle setting. A worn out or otherwise defective governor will cause the very symptoms you described.
