My 99 will run good then out of nowhere it will just lay down, like go to half throttle.it usually will come out of it right away.Any idea why?

Sounds like the Throttle Position Sensor, will it ever do it with the cruise control on? Could also be the lift pump and/or the main pump, bad connections on the IP computer, or a bad IP computer. What codes is it throwing out? The 24v Cummins is an animal, but I'm going back to the 1st generation Dodge Cummins trucks to get away from the aging electronics.

Do you notice it smoking when it's idling? Mine was was doing what you describe and would smoke at an idle, especially at start. Would cut out more at highwaythe speeds. The exaust would burn your eyes. It ended up being the lift pump/injection pump. I'm sure you've heard this before, but always monitor the fuel pressure in these 24 valves with a dummy light or gauge, it could save you thousands. Lift pumps are cheap, injection pumps not so much.

did notice a little blue/white smoke when it would rev (which was very slow)gonna try the transfer pump first (the 3rd one)Ill let you know the results.Thanx for the input.P.S the tps sticks out tome too.We will see

You can sometimes get a trouble code on the odometer when you turn the key on and off three times without starting them. Mine didn't through a code, but some do then you could google the code. Just a thought. Did you change the fuel filter? I tend to jump to worse case scenario in my thought process.

I'd be worried about the lift pump on that vintage engine. Get the fuel transfer pressure checked POST HASTE. If you're running it with low transfer pressure you're going to wipe out the injection pump.
That's not to say it couldn't be a TPS or some other issue but lift pumps were the most common problem.

Your injection pump is failing. It goes into what is called "limp mode". When it goes flat, try putting in the clutch and see if it comes out of it right away. It might get you by for awhile doing that but eventually, you will need a new pump. Get a gauge on it if you don't already have one and see what your fuel pressure is. Anything above 5 lbs. is ok. It should be throwing a code if your doing the check properly.

If you got that you did real good. Mine died at 100,000. Limped home 40 mpr from a road trip to Texas one night. Luckily it happened 40 miles from home. It had been doing as you described for a long time but I tried to run it to the end. Less than $1000 for a good rebuild.
