Bringing a tractor into Canada

I live in Canada, and bought my tractor in Canada, but took it into Washington State and had it stored down there. I had the green card filled out when I took it across the border so that I could prove it wasn't bought in the States. It was never on a farm, to pick up any diseases or parasites or whatever the Canadian government is concerned about.But I had to pay a $45 inspection fee. So, if I take my tractor to shows in Washington, I'll have to pay $45 when I bring it back? Anyone else in Canada know how to avoid this? What a rip off if you have to pay just to bring it back in.
 
The rules are set up for farmers, customer cutters, and the like to slow the spread of noxious weeds/diseases, etc., and perhaps there's no gentleman/show tractor exception?
 
When you bring a tractor back into Canada, for whatever reason, it needs to be inspected at the border for cleanliness. This will result in a $45 fee each and every time. Make sure your tractor is squeaky clean before bringing it back, and have payment ready.
 
I live in Ont. and cross into Mich. for pulls . I don't pay any fee or need an inspection yet ? but I carry my green card because I have been asked about ownership
