Preheater Problem

I have a intake preheater on my UMZ tractor same engine as a Belarus the engine is a d243. The preheater on the intake has two wires on it and a coil valve built into it. One wire heats up the element and the other wire is supposed to open the valve while cranking. My problem is that when there is power put to the valve wire it draws the valve closed instead of opening it to let diesel drip in on the heater. The photo shows the type of preheater that's in the tractor. It acts like the coil is in reverse polarity.

Does anybody know if this problem means that the coil has gone bad or is there a way to reverse the magnetism of the coil? Any help on this problem will be greatly appreciated. Thanks
