Try a air chisel with a point some time the vibration will be enough to break the seal and start to turn.

Cut the head off the bolts, remove the head, and then work on the studs using some heat.

Large wrench, smack it with a heavy steel hammer.

(in the direction of "loosen").

Not as elegant, but often just as effect as an impact gun. Sometimes more.

Take breaker handle with pipe on it, they will come loose.
