8N rear tractor hub

I had a new rear bearing installed on my tractor, I pulled the axle and took it to them, I have it all put back together now the hub will not turn, i loosen the bolts on the retainer, and then i can turn the hub with one finger, could the retainer be warped,?+or is this normal not to be able to turn the hub, with the bolts all tight, tire and wheel off,,,,,can some one tell me why?

There are shims that go behind the retainer to adjust
the preload on the bearing. Add more shims to adjust.
