How do I fix this leak??

Hey, guys!

So, I've recently bought a little ole' International Industrial 2444 gas tractor. Its great - but its got a leak around this stem. Here's what I know:

>Its been leaking for ages, according to P/O
>Knob is VERY hard to turn, I had to turn it with channel locks and a rag (as not to chew up the aluminum knob)

Thats about it. I've never fixed a leak on anything like this before. Who can give me any advice here?

My $.o2 worth of advice would be take that bolt out and see what the packing looks like. Might be full of crud.

If it was mine, I'd quit using Channel-Locks. I'd hit it with PB Blaster for day after day, and let it soak in and gently GENTLY try working back and forth. My new experieicne with PB is it is ideal for loosening up stuck/ frozen / corroded up things. Metals, rubber, corroded-together different metals. It works ideal for me.
 
Looks much the same as on my little 434. Undo the two bolts and the unit will screw out. You can get it apart and fit new o rings which should stop the leak. By memory, one part was held by a small pin which can be carefully driven out to get to the other o ring if I remember correctly.
But if the thread is a bit rusty or such - the other advice is very important. Take the plate off and get some penetrating oil down there, then keep working the thread back and forth slowly while working it out of the hole. Hopefully it will come out ok and you'll be able to clean up the thread.
Go carefully, don't rush.
