Anyone know what the brass looking screw is on a Farmall H with an International carborater?

That brass piece is called the "clamp nut". The main metering stem is threaded into it. If you want to remove it, first you must remove the top of the carburetor, and then use a deep well socket to remove the main metering stem. The slot in the clamp nut is ONLY for the purpose of preventing the nut from turning while removing the stem. The slot is NOT to be used with a screwdriver to remove the nut. In fact, it CANNOT be removed that way.

And no, it is NOT a drain plug.

Obviously from a previous rebuild done by someone who should not be allowed to own tools. I'll bet the packing is missing also, and then they wonder why it leaks.
