Fuel transfer Pump

Mine quit pumping it is a Fill Rite 13 Gal per minute. I took the end cap off and all that is there is a rotor and some flat vanes. Are they supposed to just move outward by centrifugal force? I
do not see any thing to push them out.
 
There is a fiber key that drives the pump that can sheer off you can see it when looking at the rotor center.
 
I have to open my Fil Rite up every spring and shine up the vanes after sitting all winter. Especially the one I use on the gas service tank. Give it a shot of lubricant, and it works great all summer.
