Yes and yes pull the oil fill cap and put it under a load. Mine has no blow by even at full throttle no load. Put a load on it and it smokes more there than the exhaust.
 
Those are overhead valve, in the flat head older ones the valve guides were always messing up. You could have a valve guide issue or ring issue.
 
I just got done rebuilding it. Rebore to .010 with new pistons & rings, new std bearings. There were no seals on the valves so I didn't put any on as there weren't any in the gasket set. Pulled a head & the intake valve is all full of oil even with the guide tight. I will add seals & try again. It had a mouse nest in it & one piston had all the compression rings broken. Bore was hurt so I did them all. It had a lot of blow-by before but not now. Sure smokes out the exhaust though.
