Clutch Adjustment on Ford 3600 Diesel

My grandson has a Ford 3600 and wants to know if there is any external way to adjust the clutch to stop the PTO from turning. There is no way into the clutch pack through the bottom of the tractor. The tractor will go into gear without grinding, but when trying to engage the PTO there is a problem. The external clutch pedal is at its max adjustment. Thanks for any help. We are trying to keep from splitting the tractor.
 
None. when you say 'max adjustment' does this mean you are bottomed out on rod threads, or running out of free travel? try holding clutch fully down with cutter spinning? [stuck plate]my 3000 was real touchy, had to modify rod just a bit to get a little more pull, && I still had free travel.
 
Sorry but you are going to have to split it. PTO Clutch disc is stuck to or it is worn to
the point it is out of adjustment or you have broken links. That is the main reason I have
a 4600 instead of a 3600 IPTO.
