surface rust on head

I have a head has been redone some time ago and I need it now but it has surface rust, can I take it off or does it need to go back to shop?
 
if it's on the mating surface and not real bad a little emery cloth will clean it up. use something really flat to hold the cloth.
 
Unless it got wet, laid on a wet surface and pitted deeply, no just clean the rust off with some Scotchbrite or sand paper and rust penetrant.

Might spray some penetrant on the valve stems, be sure they are not stuck.
 
80 grit sandpaper wrapped around a large file run it across it and it will really clean it up.
 
Gop to Harbor freight and get a small air angle grinder and the surface prep disc package that has the twist loc round scotch bright RED pad and has the three inch disc. and give it qa quick buff job , As long it is not pitted your god to go .Gave up on the Manually cleaning of surfaces many years ago .
