Briggs and Stratton...12.5 hp

Engine on occasion seizes up..been doing it off an on for a year or so. This last time I did the usual...turned the top of the rotating screen and it fired up...but ran pretty rough. Today I tried to adjust the carb..but when I ran the throttle up to set the fuel mix, got a big backfire and oil came out of the vent tube where it connects to the carb..Pulled the air cleaner off and there was oil down in the base. Old engine..1992...

Any thoughts before I buy a new engine?

When was the !ast time you adjusted the valves,? Intake .003-004; exh. 005-007,
Check the oil level, proper level? smell gas on the stick?. Check the crankcase
vent-tube.
