LEYLAND 270 fUEL PUMP STUCK?

I have a 270 with a simms pump, Tractor sat for about 2 years and will not start. I got fuel to the injection pump but nothing out, was told it maybe stuck rack,how do it check it or free it up, i removed side cover with 2 bolts and nothing there move s when cranking it but oil will start to flow out.Any help?
 
was the oil in the pump ever changed ? more then the rack is stuck good thing it is stuck closed if it was open she would run away seen one years ago it was ours

any way to get unstuck with out removing?
 
Remove the side cover, spray inside with Automatic Transmission Fluid or WD40. Gently move
the rack backwards and forwards with a screw driver until free. Put a pint of ATF in with
the diesel when you get her running.

Also gently pull the excess fuel button in the pivot of the stop lever on the pump with a
pair of pliers to check that this has not stuck in. Move the stop lever backwards and
forwards as you do it.
