Injection pump question

I'm working on putting the engine in my 400 today and wanted to check to make sure the rack was loose. Took the cover off and the rack moves freely, but does not move when you move the throttle lever. If you put just a little pressure on it it moves with the throttle in and out. But left alone it sticks all the way out and doesn't move no matter what you do with the throttle. I'm wondering if this is right or if I have a problem? Anyone know for sure?
 
Governor flyweights in the back of the pump will expand when the engine runs to the point where the throttle is set. Have had the governor weights stick in the out position making the engine run wide open also. I took the back of the pump off and loosened them up and was good to go...make sure to get the small spring in the correct position when replacing the back.
 
Will the rack pull back when the throttle is moved to the stop position? If so all is OK, the light starting spring pulls the linkage inside for fuel on for starting, and the screw with shims strikes the rack cap inside for starting fuel adjustment.
 
I figured it out, had the linkage wrong. Once I got that set right it works correctly. Thanks for the reply!
