How much to pay for a IH 686 diesel that has been setting

I?m going to look at an International 686 that has been setting for awhile, and for awhile I mean like 10+ years, which is fine because I have the intentions of restoring it ground up with the exception of the transmission as long as it?s ok. If I could describe this tractor, it would be the straightest but tired 686 Iv seen. Seriously the word rust doesn?t do it justice, but there?s no holes, it?s the kind of rust that can be sand blasted away easy. What?s a tractor like this worth with the motor not locked up, and what?s it worth locked up. And don?t be afraid to share some resto pictures or just 686 pictures in general.
 
Probably 5 years ago I saw a 686 with a D312 sell for 7,000 dollars that ran with no apparent issues and the tires were fair. The paint was fairly good but original. That tractor was bought new locally. Non-running but not setup then I would say 4,750-5,000 dollars. Setup tight then maybe 3,000 dollars.

Wow, looks like someone just walked away from the whole shootin' match.
 
In my opinion, leave it right where it is. Will cost you less to buy a restored one. Unless you plan to keep it a long time using it, you will never get your money back buying and restoring one in this condition.
 
Might have to take the blower with it. I'll guess that PTO shaft will be rusted right to the tractor shaft if it has set in that location since they shut it off.
Buy one that runs.
