Need some suggestions on how to fix my 1950 "G" governor problem. Seems it either idles, or goes full bore. How do I correct this to get a nice normal progression of rpms?

On a John Deere, the stub shaft that stick up out of the governor
housing on the LH side (flywheel side) gets water inside and
binds due to rust. Usual fix is some WD-40 and some engine oil.
The governor arm with the flat spring attaches to this stub shaft,
and if binding will cause the problem you describe.
