It looks that way. The trailer hubs are the same as the rear tractor ones. So they've got all kinds of pull, but don't have balance figured out very well.
 
Here's some additional information. Info that was with the photo:

I just now did a web search for Gama Goat and discovered that the U.S. had them as well. So the posted pic is for the Meili prototype.

They appear to have some amount of articulation. Seems most of the photos show the bed twisting one way while the cab twists the other way, but there are photos that show much more than just twisting going on. Looks like it would've been a great vehicle for forests (including rain forests), beach landings, rocky terrain, etc., but looks like it would also be fairly slow/cumbersome compared to more conventional trucks.
 
That's NOT a Gama Goat. The Gama Goats were the ones used by the US military. They were loud as heck as they had Detroit Diesels in them. Pretty slow too, and didn't carry much for as much room as they took up. PITA to work on, and ugly as all get out. They didn't last long in the military compared to most other types of vehicles.
