Oliver 1655 with a Standyne injection pump with apparent governor failure, throttle position has no impact on engine RPM and you have to use the kill cable to control engine RPM or the engine tries to run away.
Before this problem started the throttle rod cam into contact with the hot post on the starter and got hot enough to burn the paint from the throttle rod, it appears that the throttle rod was grounded through the fuel injection pump.
Would this have caused a governor failure?
