Strange Inj Pump Failure

Oliver 1655 with a Standyne injection pump with apparent governor failure, throttle position has no impact on engine RPM and you have to use the kill cable to control engine RPM or the engine tries to run away.
Before this problem started the throttle rod cam into contact with the hot post on the starter and got hot enough to burn the paint from the throttle rod, it appears that the throttle rod was grounded through the fuel injection pump.

Would this have caused a governor failure?

It will be interesting to find out what got "fried" in the I.P..

You are just lucky the shutdown worked, could have just as well not have.
 
I doubt it, time for pump to be repaired anyway. What you describe with runaway is the retainer pins have already sheared off, causing ALL loss of governor control. You're LUCKY if the broken pins didn't lock the rotor, seize the head and break the drive shaft. If the throttle rod did make starter post contact, the throttle shaft would have grounded in the steel housing bushing before any current could get to other governor control parts..
