Called them a spring tooth harrow in our part of the world, by we pulled them behind a disk instead of pushing them.
 
Notice that he is hitched to a rollover plow. That packer contraption must either flip over for the return pass or, most likely, is twice the width of the plow and is only lowered on every other pass.
 
Know as a 'furrow press' in the UK - in common use here, usually with a reversible plough. Here's another example---- Jim

Yes, we use them a lot in Europe. Not a harrow. We call them packers (furrow packers). Usually mounted on the plough though or on the front 3-point when running a combined harrow/drill on the rear 3-point.
 
That outfit might even fit within a standard 12 foot wide (3.7 meter) roadway lane.
 
The neighbor did something like that. Massey 55 propane 4 bottom plow that thing what is and a 4.5 foot drill. One operation and seed in the ground. I still have and use the drill that I pull with my farmall A. Bud
 
We built and use one like that for spring plowing. its got a crow foot roller for the front shaft and a v roller for the back. 7 ft wide and goes behind 4-18 rollover.
