Looking at a Case 4210, Advice?

Looking at a Case 4210, unknown hours, FEL (that I will remove).
This is what the owner says:

"I have case 4210 tractor 2wd with bucket cab heat a/c. Something in shifter only letting high gear work. Have another shifter that goes with it. Very well taken care of and maintenanced. No engine leaks!"

Anyone know what is up with that shifter? Common problem? Just a cable?
