We call that a dip job. As in the whole tractor was just dipped into a vat of paint. Been to auction sales over the years were nearly every piece of equipment looked like it had been recently dipped. Those fenders were common on the MH 101 Jr model

I've seen them also where distributor caps, plug wires, belts, hoses, lights--everything was painted! One guy converted his tractor over to 12 volt with an alternator, then painted the tractor, alternator and all!
I'll admit to having done that myself once or twice, but usually I try to either remove that stuff or mask it off. Attention to little details like that help set off even a mediocre paint job (which mine usually are) and make them stand out.
Otherwise, as Bruce mentioned, it looks like you just stood back and threw a can of paint at it!
