Cockshutt 30 PTO clutch adjustment?

So I have it off and if I take out just the shims (.22) I can still snap it over center with just my hands. If I put the shims back in and take out one washer (.50) I can not snap it over center with my hands. That is with it out of the tractor and just the flywheel held in the vise. I want to run a BZ4 water pump with it. What method was used to measure the amount of pull on the lever for correct adjustment. I see that there is a set of stiff springs in the pressure plate as well. I have only used the PTO one time and as soon as I noticed it slipping I took the load off of it.

I have three COOPs and have been in those clutches on all of them. Snapping them in by hand and with the lever is way different. I have seen several thicknesses of the shims and some home made ones. I've also never found anything resembling a spec for setting them. FIL used them for a long time and would change out bearings with home made gaskets and never had a preload spec.
 
Its a hit or miss deal for sure.When I put new PTO plates in my gas Oliver 1550 apparently the new plates were thicker than original had to get more shims off a parts tractor to make it work.
