Fordson Dexta Power Loss

Hi all. We have a Fordson Dexta, it's used for odd jobs, tilling, and brush cutting. The problem is that it can't spin the brush cutter anymore. For some reason the tractor will only rev to 1100rpm's (rated at 1800) and thats at wide open throttle. We've changed the fuel filter, cleaned the air filter, checked the throttle linkages, cleaned the fuel tank and put on new fuel tap. I'm thinking the fuel lift pump might be the issue but want some opinions.

Check the brush cutter. Does it spin freely by hand ? Is there any wire wound around the blades or the transmission on the cutter is seizing
up ?
 
If you have the older version with a vacuum governor things can go wrong with the diaphragm in the injection pump, the line(s) that connect it to the intake manifold and with the throttle linkage and
butterfly in the intake manifold as well as all the other problems common to diesels.
 
You say you have cleaned air filter... have you
cleaned out mesh or just renewed oil?
Have you cleaned pipe down middle of air cleaner
Have you cleaned out fins in pre cleaner on top
 
We have cleaned out the mesh and changed
the oil. The precleaner is mint to. We also
took of the rubber intake hose to confirm
that the butterfly opens. I also very
carefully took apart the governor to make
sure all that works.
 
Yes I have cleaned the mesh, changed the oil, and the precleaner is mint. I also removed the rubber intake hose to make sure the butterfly is opening.
 
So I very carefully dismantled the governor as well everything was in excellent shape. The rack moves freely too, and the stop cable doesn't stick. I'm only 15 so I want to get some extra opinions lol.
 
I guess it would be smart if I showed ya'll
what kinda shape the fuel lift pump
(transfer pump) is in.
