We would see that every now and again mostly with the bias tires. The air leaks thru the liner into the tread. Most times you could let the air out of the bulge with a small pick and get somewhere to switch the tire, because it usually took a while for it to leak thru. Of course you didn't want to drive at highway speed. lol
 
I've pricked that bubble and tubed a couple of tires back in the day but separation had started between the outer and inner cords, (which I think was the initial problem), causing the immanent death of said tires. :-( gm
 
We had a trailer tire do that while we were headed home from a pull, I heard a pop but didn't feel or see anything, so I continued home (about 2 miles). When we got home you could see the separation, the next morning the tire was flat.
 
With the old bias tires, you could pump the pressure up if you had a heavy load to haul and afterwards let the pressure back down. I found out the hard way that you can't do that with today's tires; at least I can't. My tires would bubble every time I tried it. Maybe not right away but later. I never go over what it says on the side of the tire anymore. My boss was doing that on his trailer to haul his skid steer and every tire eventually bubbled! He couldn't figure out why he was having so much trouble with tires till I checked how much pressure was in his tires!
