Back in the day, those tires would have had tubes in them.

Looks like an Allis submission for the Jeep design.
With the walking beam, when the front tire goes down, the rear one goes up.
The center pivot rides steady. The oblong wheels make it pull better in off-roading.

I just noticed that in the Sept.-October Antique Power that in an article about tractors going to war is a picture of one of these, only instead of the elliptical wheels it has tracks.
